'strange insects' as per the farmer hs she not seen them before? if they are strange have the Agriculture department been informed. a cloe-up picuter of the insect and the damage to the leaves and the popato tubers, the scale of damage to the field and also the prevalence to neighbouring fields or area could have helpe in descriding the problem.
